Most staffing software is sold on sourcing — job boards, candidate search, pipeline management. For a lot of agencies, particularly in high-volume verticals, that is not where the work is stuck.
The work is stuck between “this person wants to work” and “this person can legally be on that site tomorrow morning.” Paperwork is incomplete. The I-9 is not done.
